WASHINGTON (AP) — Steel manufacturer ArcelorMittal spent $360,000 to lobby Congress and federal agencies in the first quarter on issues ranging from clean energy to trade, according to a recent report.From January to March, ArcelorMittal USA Inc. lobbied in support of sufficient free allowances for energy intensive manufacturers, technology funding and border adjustment mechanisms as part of the clean energy legislation.It also opposed Environmental Protection Agency regulation of greenhouse gas emissions by stationary sources.Several issues were related to trade, including “Buy America” provisions for specialty metals and China’s export restrictions on raw materials, according to the report filed April 20 with the House clerk’s office.ArcelorMittal USA also lobbied on legislation that pertained to worker pensions, infrastructure spending and funding for Energy Department industrial energy efficiency programs.The total compared with $380,000 ArcelorMittal USA spent on lobbying in the first quarter of 2009 and $320,000 spent in the fourth quarter.
